Hair situation...:( still have baby hair!?

baby hair???....well im 13 and have baby hair and yaa well my whole head is baby hair...its not just the little baby hairs in the front but MY WHOLE head and its sooo fragile and sooo thin and its about a couple inches from my shoulders but its a big deal to me and i cant help but cry ...plz help
