Well, I would talk to your parents first. Tell them your worries and concerns, and then they will understand you. Very high chances are, they will admit your brother into a hospital. There he will get counseling and they will get to the bottom of things. There is a possibility he is a kleptomaniac, whihc is a person who is addicted to stealing. Counselors at the hospital will figure out why he is stealing and how he started, and why. If you do things calmly, everyone will take you seriously and your brother will get help. Good luck!
