How to fixed severe damage from bleach?

I dyed the top layer of my hair and bleached the bottom layer of my hair and now ONLY THE BOTTOM LAYER is so fragile. When I brushed through it there are chunks left on the comb. I want to dye my whole head back to my normal color because the color they gave me is just ridiculous but I know right now that isn't ok because my bottom layer of hair is really damaged. How can I fixed this? I know I will have to cut it, but what else can I do to help the damage? Is it safe to dye my hair back to my normal color in the meantime so I can look normal? Please help :(
