Is it morally correct to split up the ashes of a deceased person?

My grandma just died and was cremated, and my mom wanted the ashes in a mausoleum. However, her sister wanted to split the ashes three-way between her, my mom, and the other sister because she's atheist and would never want to visit the cemetery. So...is it ok to split the ashes?
